A new state law requires prompt reporting and removal of payment card skimmers, with clear steps for merchants and service technicians. Watch the Financial Crimes Intelligence Center’s (FCIC) short video to learn how to submit a notification, sign up for portal access, and respond if a skimmer is found.
Senate Bill 2371, effective May 27, 2025, creates new requirements for reporting and removing payment card skimmers from ATMs, fuel pumps and other electronic terminals. Under the law, service technicians and merchants who discover a skimmer must immediately disable the device, notify the FCIC and law enforcement, and secure the terminal until it can be inspected.
The FCIC will coordinate investigations, share information with financial institutions and help prevent future fraud.
In this video, the FCIC provides bankers with a walk-through of how to submit notification to the Center when a skimmer is found; if you do not already have FCIC portal access, please watch for instructions on how to get signed up and what to do if a skimmer is found.
