The Independent Bankers Association of Texas (IBAT) is pleased to announce the retention of Anne Balcer, Principal of Community Bank Advisory Services, LLC, as its contract General Counsel and Advisor, effective immediately. Balcer, a seasoned legal professional and experienced community banker, brings a wealth of expertise in financial regulation, compliance, and government relations to the role.

Balcer enters into this partnership with IBAT after serving as Senior Executive Vice President and Chief of Government Relations and Public Policy at the Independent Community Bankers of America (ICBA), where she led advocacy initiatives to advance the interests of the nation’s nearly 5,000 community banks.
