Late last week, IBAT President Chris Williston represented the community banking industry in a meeting with the Bush Administration OMB and HUD staff in an attempt to persuade HUD to withdraw its onerous and costly RESPA proposal. The meeting was also attended by Texas officials from the Land Title and Realtors Associations.
The proposed regulations would provide serious new regulatory burden requirements on community banks and confuse rather than demystify the residential real estate closing disclosures for consumers.
The meeting followed a series of meetings on Capitol Hill to promote the community banking agenda, including urging our Representatives to oppose national credit card interchange limitation legislation.
ICBA has been diligent about advocating the community banking perspective on both issues.

IBAT has asked for interpretation of the home equity provision of the Texas Constitution relating to refinancing a home equity loan within a year of closing a loan when there is a declared emergency.

On Thursday, the House of Representatives passed its version of housing legislation which, among other things, will support the liquidity and capital needs of Fannie-Mae and Freddie-Mac.  The bill is now in the Senate’s hands and is slated for approval, along with the President’s endorsement.  Share prices of both FNMA and FHLMC have each risen 56% since their lows on the 15th.  Read more in this week's Baker Market Update.
