Question:   I recently read some materials that stated that if I wrote a letter to a debtor informing him that he was delinquent on his note and the bank was giving him 30 days to bring the note current or the bank would accelerate his note, post for foreclosure, etc., then according to Title I, Subtitle B, Section 170 of the Housing Development Act of 1987, I had to also give him notice that homeownership counseling services were available and attach a list of HUD-approved counseling agencies.  Is this notice and list as to counseling services required?
